Hunt Valley, Maryland (22 September 2026)—EA is pleased to announce that Regina Cagle Irr, Senior Engineer and Project Manager, has been elected to serve on the Maryland Recycling Network (MRN) Board of Directors. She was recruited by the organization’s nominations committee and elected by MRN membership to a 1‑year term beginning 1 July 2026.
MRN is Maryland’s leading recycling organization, bringing together public agencies, private industry, nonprofits, and community stakeholders to advance waste reduction, recycling, reuse, and sustainable materials management throughout the state.
A longtime participant in MRN conferences, educational events, and webinars, Cagle Irr brings extensive expertise in organics management, composting, solid waste planning, and recycling infrastructure to the board. She currently serves as Secretary of the Maryland-DC Chapter of the U.S. Composting Council and has been a strong advocate for advancing organics recycling and waste diversion programs across the Mid-Atlantic region.

Cagle Irr is excited to bring her experience in organics management, while learning from MRN’s established leadership and helping strengthen partnerships across Maryland’s recycling community. “I am honored to join the MRN Board and have the opportunity to work alongside so many dedicated professionals advancing recycling and sustainable materials management across our state,” she continued. “I hope to bring a stronger focus on organics recycling to board discussions and programming, while helping connect efforts underway across Maryland to advance waste diversion, recycling, and environmental stewardship.”
Throughout her career, Cagle Irr has led planning, design, construction and implementation for solid waste, composting, organics diversion, and recycling infrastructure projects. Recent work includes design and permitting of a solid waste master complex for a large municipality, including a compost facility and homeowner drop-off centers; lead of a statewide litter study and multi-state litter prevention program comparison studies; materials recovery facility evaluations and upgrade planning; public education and outreach initiatives focused on reducing recycling contamination. In addition, she has led organics diversion and compost program planning studies, supporting communities in achieving their sustainability goals.
