Hunt Valley, Maryland (20 December 2023)—EA Engineering, Science, and Technology, Inc., PBC (EA), a leading provider of interdisciplinary environmental services, is pleased to announce that the firm’s Enterprise Asset Management Implementation project for Frederick County has been recognized by Esri, Inc. (Esri) with a Special Achievement in Geographic Information System (GIS) Award. The honor was presented to County officials at the organization’s 2023 User Conference held in San Diego, California. Recipients are selected personally by Esri President Jack Dangermond and represent multiple state and municipal organizations and numerous private sector industries.
EA worked with Frederick County to implement Cartegraph—an enterprise-wide asset management and computerized maintenance management system—to support multiple divisions, including public works, parks and recreation, facilities, and water and sewer utilities. The system facilitates proactive management of workflows, scheduling of preventative maintenance, strategic prioritization of rehabilitation or replacement, and documentation of institutional knowledge.
“As part of the overall implementation, EA led efforts to transform existing County GIS data for use in Cartegraph and define custom asset schema,” said Jason Samus, Program Manager and Director, Technology Solutions and Services. “We created more than 35 custom asset types, such as truck weight kiosks and leachate instrumentation, to support different divisions.”
Frederick County’s Interagency Information Technology GIS used products from the Esri suite to generate an inventory of assets prior to each Department’s Go Live during the implementation. Each phase had its own unique challenges, including 1,500 photos of park assets, migration of custom schemas for water and sewer information, and population using permit reporting for watershed data. There are over 270,000 assets represented in more than 130 assets types managed in Cartegraph and hosted in the County’s SDE and ArcGIS Portal, which serve as the authoritative data set of County-owned geospatially fixed assets.
In addition to receiving this award, Frederick County’s Tim Riley and EA’s Beth Schrayshuen presented, “Implementing an Enterprise Asset Management System for County Government” at the User Conference. Last year, the project was recognized by Cartegraph with a High Performance Operations Award.
