As a subconsultant to Geosyntec Consultants, Inc., EA is providing comprehensive Clean Air Act/Title V – Part 70 Operating Permit and Emergency Planning and Community Right-to-Know Act compliance services to the Air Quality Program Manager at Robins Air Force Base in central Georgia. Project activities included:
General conformity analyses and determinations- Accidental Release Prevention Program (40 Code of Federal Regulations [CFR] Part 68) applicability
- Stationary and mobile source air emission inventories and fee calculations for criteria and hazardous air pollutants and greenhouse gases
- Annual greenhouse gas reporting under EPA’s Mandatory Reporting Rule, through e-GGRT
- Permitting support for energy efficiency/pollution reduction/GHG mitigation projects such as combined heat and power generation
- Reporting through the Air Force Air Program Information Management System
- Annual and semi-annual Title V compliance reporting
- Daily tracking and data quality management of hazardous materials property and usage data through Enterprise Environmental Safety and Occupational Health Management Information Systems for Title V and Aerospace (40 CFR 63 Subpart GG) National Emission Standards for Hazardous Air Pollutants compliance
- Start-up/shutdown/malfunction plan development and maintenance
- Planning and communication with unit air coordinators; operation and maintenance plan updates; air quality compliance training; and Title V Permit modifications, renewals, and compliance audits
- Major source determinations
- Risk management plan applicability assessments
- Field data gathering support; opacity monitoring
- External regulatory inspection support
- National Emission Standards for Hazardous Air Pollutants recordkeeping and reporting
- Boiler MACT (40 CFR 63 Subpart DDDDD) compliance
- RICE MACT (40 CFR 63 Subpart ZZZZ) compliance, including retrofit of diesel oxidation catalysts, crankcase ventilation systems, and continuous parameter monitoring systems on 14 emergency generators; ozone depleting substance management compliance support
- Emergency Planning and Community Right-to-Know Act (Tier 2 and Toxic Release Inventory) recordkeeping and reporting support using Enterprise Environmental Safety and Occupational Health Management Information Systems
- Providing support for managing environmental compliance interface with over 100 tenant organizations
The work is being completed under a 5-year Basewide Integrated Environmental Services Contract.
