Woodland Meadows HBTU Project Air Permitting; Wayne, Michigan

Gas transfer system including large white tanks and extensive piping

EA managed air quality permitting for an industrial client for a project to convert landfill gas to pipeline quality natural gas using pressure swing adsorption to remove carbon dioxide and nitrogen, and oxidation to remove oxygen from landfill gas at the Waste Management Woodland Meadows Landfill near Detroit, Michigan. Activities included

  • preparing a potential to emit estimate and regulatory applicability determination for the two tail-gas flares;
  • a pre-application meeting with Michigan Department of Environmental Quality;
  • preparation and submittal of a permit to install application, including an air toxics impact analysis and a criteria pollutant NAAQS and Prevention of Significant Deterioration Increments impacts analysis for sulfur dioxide using AERMOD;
  • negotiation of favorable final permit to install conditions; and renewal of the Renewable Operating Permit (Title V – Part 70 Permit).

The air toxics and NAAQS impact analysis was extended to a third landfill gas flare to provide a fast response back-up for plant trips was also conducted before commercial operation.
