EA prepared 40 NEPA documents in accordance with the Department of Transportation Federal Aviation Administration Environmental Handbook 5050.4A and 5050.4B and Federal Aviation Administration Order 1050.1D and 1050.1E at Dulles International Airport.
EA was responsible for the NEPA compliance process for major modernization of the airport core area including 25 proposed capital projects. The Environmental Assessment for the Tier 2 Concourse and Related Projects at Dulles was part of the capital improvement plan that included new and expanded concourse buildings, an automated people mover system, aircraft aprons, fuel hydrants, parking lots, and utility system upgrades. EA also prepared the Coastal Zone Consistency Certification and Air Quality Conformity analysis and participated in a 1-day public outreach workshop. Activities included design and production of displays, publicity, logistics, and participation of 10 technical staff to interact with the public. EA also prepared Environmental Assessment (Form C) documents for infrastructure support projects at Dulles including: Dulles Jet Center, North Area Roads Project, North South Construction Service Road, North Area Roads Project, and Stallion Branch Sanitary Sewer.
Environmental impact categories included in these assessments were noise; air quality; historic, architectural, archaeological, and cultural resources; compatible land use; social impacts; environmental justice; water quality; stormwater; wetlands; floodplains; endangered and threatened species; biotic communities; energy supply and natural resources; solid waste; hazardous materials; pollution prevention; construction impacts; light emissions; children’s environmental health and safety risks; and induced social impacts. Existing needs assessment information was incorporated into the project description. Requirements for applicable environmental permits were identified. Coastal Zone Consistency and Air Quality Conformity evaluations were also performed.
