Maryland Department of Transportation Environmental Information Management System

Based on the requirements identified through a series of meetings conducted with Maryland Department of Transportation (MDOT) and their seven Modal Agencies, EA developed and implemented a web-based Environmental Information Management System (EIMS).  Based on the documented final requirements, EA developed the enterprise EIMS using technologies including Microsoft. Net , Microsoft SQL Server, JSON, JavaScript and Esri ArcGIS Server, and JavaScript API.  EA followed an iterative approach to development and facilitated a series of interim reviews with MDOT throughout the development process to continuously reaffirm and adjust the system functionality.  After development, EA facilitated a series of testing cycles to ensure the system functioned per MDOT’s final requirements.  Following the testing cycles, EA implemented the EIMS in EA’s hosting environment and conducted final end-user training with all MDOT and Modal Agency environmental staff. 

The EIMS supports and automates environmental data management, communications, document management, and recordkeeping tasks involved in the tracking and maintenance of environmental programs.   The system serves as the central repository for all environmental compliance data, documents, and records, and functions as the primary program management tool for coordinating efforts of project team members, various contractors, and staff.  MDOT, and Modal Agency environmental staff and their contractors access the secure web portal, which includes an online environmental document repository; data storage, reporting, and communications functions; and an online internet mapping geographic information system application.
