For more than a decade, EA has provided strategic environmental planning and implementation support to multiple Transportation Business Units (TBUs) of the Maryland Department of Transportation (MDOT) for initiation and expansion of environmental management systems (EMS). EA initially benchmarked with each TBU to assess the suitability of potential EMS models and guidance, such as the ISO 14001 standard, EMS guidance developed by the American Association of State Highway Transportation Officials, and EPA National Enforcement Investigations Center Compliance-Focused EMS model. While different models were selected by each TBU based on specific operational needs, EA has worked with MDOT to implement common elements underlying the overall EMS which are conformant with the ISO 14001:2015 standard. For each TBU, EA developed a comprehensive implementation work plan that incorporated initial plans for expansion of scope of the EMS and worked with EMS implementation teams to review internal processes, perform gap analyses relative to TBU needs and the ISO standard, and develop or enhance policies and procedures. Concurrent with EMS development, EA has developed and implemented a web-based environmental management information system that provides comprehensive environmental data management, communications, document control and management, and recordkeeping functions involved in the management, tracking, and maintenance of environmental compliance responsibilities.
