This esteemed honor was presented by NAOC Vice President Noah Wineburg during the organization’s Annual Conference in December.

NAOC is a nationally recognized professional organization dedicated to serving as the unified voice of the military munitions response services industry. NAOC advocates on behalf of its members, addressing critical issues in this rapidly evolving field. Its membership encompasses professionals with expertise spanning geophysical services, advanced detection technologies, analytical laboratories, regulatory compliance, and a broad spectrum of environmental and engineering services. Each year the organization bestows two Leadership Awards to recognize the significant contributions of a government/stakeholder representative and a current or former NAOC member.
Harvey joined EA as an entry-level engineer in 2005 and is currently serving as the firm’s Director of Army Programs. Over her career, she has led numerous complex projects involving military munitions response, contaminated site assessment and remediation, and environmental permit compliance. In addition to her technical work, Harvey is both a dedicated industry and community leader—serving in director-level roles for multiple professional organizations and volunteering with science, technology, engineering, and mathematics (STEM) outreach and other non-profit organizations. She has served on the NAOC Board of Directors for the past 4 years and recently completed her second year as NAOC president.
