Hunt Valley, Maryland (27 June 2023)—EA Engineering, Science, and Technology, Inc., PBC (EA), a leading provider of interdisciplinary environmental services, is pleased to announce the expansion of our Munitions Response Services (MRS) team with two new leaders. Chad Webb will serve as National Service Line Program Manager, responsible for identification, marketing, capture planning, proposal development, contract negotiations, management, and oversight for munitions response contracts with regional and national clients. Jason Wagner joins EA as Quality Control and Safety Manager for Munitions and Explosives of Concern (MEC). Working closely with the Director of Health and Safety and the Director of Quality Control, he will engage with project teams companywide to identify potential hazards, develop mitigation measures, support preparation and review of health and safety and accident prevention plans, conduct compliance audits, and recommend and support corrective actions or process improvements where necessary.
Chad Webb, PMP
Chad’s 33-year career has focused on munitions response and characterization and remediation involving soil, groundwater, and structures with hazardous, toxic, and/or radioactive waste contamination, including munitions constituents. In addition to his extensive experience pursuing and managing contracts with the Department of Defense, U.S. Environmental Protection Agency, and state regulatory agencies, he has developed project teams for and managed joint ventures, and mentor-protégé agreements. Chad has served as program and/or manager for multi-million-dollar agreements to complete characterization, site investigation, and/or remedial/removal action at defense sites across the country. He earned his Bachelor of Science in engineering at the University of Tennessee and is a certified Project Management Professional. Chad has published more than a dozen papers during his career, served as an officer on the board of directors for the National Association of Ordnance Contractors for multiple terms, and is an active member of the Society of American Military Engineers.
“Chad has decades of industry experience leading reputable military munitions response programs and contracts,” said Brian Lesinski, Senior Vice President and Director, Strategies and Service Lines. “He will leverage his combined technical, management, and business development expertise to guide the continued growth of our established and respected MRS practice into new geographies and markets.”
Jason Wagner, CMQ/OE
With three decades of experience, Jason specializes in projects involving hazardous military munitions remediation operations. His experience involves quality, safety, and project management across the aerospace, defense, and energy industries. He has extensive training and knowledge of OSHA safety requirements, quality management practices, and contract proposal development and is adept in auditing, safety analysis and improvement, team building, and training. Jason received his Bachelor of Science in Occupational Safety and Health from Columbia Southern University and a Master of Science in Operations and Project Management from Southern New Hampshire University. He is a member and Certified Manager of Quality/Organizational Excellence with the American Society for Quality and a Federal Aviation Administration Part 107 Small Unmanned Aircraft System Remote Pilot.
“Jason is a proven leader in munitions and explosives quality assurance and safety,” said Rob Marcase, Director, Health and Safety. “His leadership and expertise in the combined area of munitions response quality and safety will be an excellent addition to our organization.”
EA’s in-house team of MRS personnel and Unexploded Ordnance (UXO) Technicians has a proven record of successfully executing challenging and complex projects for governmental and private sector clients. Over the last decade alone, the firm has worked on more than 180 MRS projects valued at more than $110 million. EA assists our clients by minimizing the explosive hazard and future liabilities from MEC, including UXO and discarded military munitions, and by the assessment and remediation of human health and ecological risks attributed to munitions constituents.
