Location: Alaska and Wake Island
Client: U.S. Air Force
The U.S. Air Force required assistance developing plans and conducting surveys to properly manage cultural and historical areas on various facilities in Alaska and on Wake Island. EA performed 
six tasks for Joint Base Elmendorf Richardson (JBER) and Pacific Air Force Support Center:
- Task 1—Developed a Historic Facilities Maintenance and Repair Plan/Programmatic Agreement for JBER historic districts. The Plan described each historic property on base, what elements are important to maintain, and standard treatments for renovation and restoration. The Programmatic Agreement also provides a streamlined process for Section 106 consultation and under what situations the streamlined process can be applied, and when full consultation will be required.
- Task 2—Conducted a Level I archaeological survey of 850 acres in two separate areas at JBER and prepared a detailed survey report.
- Task 3—Developed and installed interpretive displays for JBER addressing the: (1) salmon and Athabascan culture, (2) life cycle of the Pacific Salmon, and (3) Athabascan culture.
- Task 4—Prepared a newsletter for the Native American consultation program for Eareckson Air Station. Topics included missions, operations and projects, community concerns environmental compliance, remediation, cultural resources, and wildlife.
- Task 5—Developed an informative booklet of Shemya Island, focusing on Aleut, World War II, and Cold War History.
- Task 6—Prepared a historic context report for the LORAN Station on Wake Atoll (1951-1977).
