FERC Hydroelectric Project Licensing Support; City of Hamilton, Ohio

EA assisted the City of Hamilton with all environmental aspects of licensing, permitting, and construction a $500 million hydroelectric construction project for the 105-megawatt Meldahl Locks and Dam on the Ohio River, which included project features spanning two states.  Environmental studies included evaluation of sediment and water quality, and endangered species and cultural resource surveys/consultations.  EA prepared the full Exhibit E—Environmental Report—for application to FERC for a hydropower license, and prepared responses to minimal requests for additional information from FERC.  EA reviewed competing applications and prepared environmental sections of the Better Adapted Statement.  These efforts included public meetings and agency meetings to determine if state and federal resource agencies had any unaddressed concerns with the project.  EA developed the 404 and 408 permit applications to U.S. Army Corps of Engineers–Huntington and responded to permit conditions.
