For more than a decade, EA has provided strategic environmental planning and implementation support to MDOT MAA for development, implementation, and sustainment of its environmental compliance programs and overarching EMS. In supporting MDOT MAA, EA routinely uses benchmarking as a tool to identify industry trends and best management practices for overall environmental stewardship and individual compliance or sustainability issues in the airport industry. Benchmarking efforts have included identification and comparison of EMS models and guidance (e.g., ISO 14001, Federal Aviation Administration Order 1050.21A, etc.). In each case, EA methodically reviewed requirements of each program and, through survey and interviews with other airport stakeholders and literature review, assessed applications across other state and municipal aviation administrations and related entities (e.g., air carriers). Scope and scale of operations to MDOT MAA’s facilities—Baltimore-Washington International Thurgood Marshall Airport and Martin State Airport—were critical evaluation factors. Benchmarking results were captured in technical memoranda, white papers, or presentations as necessary for discussion and used to inform program enhancements.
