EA designed and permitted the Harford Waste Disposal Center Landfill 12-acre Cell N2 and 39-acre Closure for Cells A-J integrating both projects in one bid package. Project included Resource Conservation and Recovery Act D cell and closure design, landfill gas collection system design, use of onsite soils, erosion and sediment permitting, leachate transmission, improvements to existing roadways, construction services, and Maryland Department of the Environment permitting support. Work included pre-design activities, design, construction phase services, and post-construction activities.
Following the completion of both designs, EA provided bid services for the combined bid package, which included both the new cell and the closure design in one set of contract documents. During construction, EA also processed and approved shop drawings and samples submitted by the construction contractor; provided interpretations and clarifications of the Contract Documents to the construction contractor; reviewed the construction contractor’s applications for payment and forwarded recommendations of payment to the County; provided a Resident Project Representative during the construction activities to determine the progress, quality, and conformance with the Contract Documents; and provided a Project Engineer during the construction activities to supervise Resident Project Representative and verified conformance with the Contract Documents. EA successfully issued substantial completion for construction in 2017.
