EA Engineering, Science, and Technology, Inc. Awarded Contract by EPA Region 9 to Support Remedial Response, Enforcement Oversight, and Non-Time Critical Removal Activities

Hunt Valley, Maryland (22 August 2014)—EA Engineering, Science, and Technology, Inc. (EA), a leading provider of interdisciplinary environmental services, announced today that it has been awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) Response Action Contract 3 (RAC 3) by the U.S. Environmental Protection Agency (EPA) Region 9. Under this contract, EA will provide comprehensive engineering and environmental services in support of remedial planning and oversight activities in EPA Region 9, which encompasses the states of California, Nevada, Arizona, and Hawaii, as well as Guam, American Samoa, the Territories in the Pacific, and Tribal Land. The contract will be managed by EA’s program management office staff located in Alameda, California.

The RAC 3 contract has a base term of 2 years, with optional award terms of 2 years, 3 years, and 3 years, for a potential total period of 10 years. The maximum value of the IDIQ contract over its 10-year term is $160 million. EA was the sole recipient of this contract, which was awarded under a small business set aside, using North American Industry Classification System Code 562910 with a small business size standard of 500 employees.

Working under EPA’s direction, EA will perform the full breadth of environmental services related to the cleanup of Superfund sites and releases of hazardous substances, including EPA’s Brownfields Initiative and Cleanup Clean Air Program. EA’s duties will span the entire project life cycle and include conducting remedial investigations and feasibility studies, completing the engineering design of remedial actions, and managing the construction of remedial and removal activities. Specifically, EA will be tasked with implementing engineering evaluation and cost analyses for non-time critical removal actions, providing enforcement and negotiation support, and furnishing other technical assistance as requested.

In addition, EA will support EPA by providing professional services related to community involvement, sampling and analysis, risk assessment, five-year reviews, long-term response actions, and pre-design investigations. Services may also include technical and management services supporting EPA's coordination and oversight of remedial activities where they are performed by a State, the U.S. Army Corps of Engineers, third party, or responsible parties identified in enforcement actions. As the prime contractor, EA will be responsible for all site and subcontractor management.

This is EA’s fourth prime contract with the EPA. In addition to holding two other RACs, one with Region 6 and the other with Region 3, EA also provides technical and management services in support of EPA Region 5 at a variety of contaminated sediment sites throughout the Great Lakes region.
