EA has provided professional environmental services to the Authority since 2001 to assist in meeting a number of regulatory requirements under the Clean Water Act, Clean Air Act, and National Environmental Policy Act as administered by the Federal Aviation Administration for Washington Dulles International Airport and Ronald Reagan Washington National Airport.  Specific services provided by EA include:  stream assessments; wetland delineations and permits, functional assessments, and permitting; stormwater management; Geographic Information System application development; environmental assessments; and terrestrial habitat inventories and mapping.

In support of the wetland permit application for the proposed 4th and 5thrunways at Dulles Airport, EA applied a protocol for assessing the functional value of the streams at the airport.  The protocol developed by the U.S. Army Corps of Engineers-Norfolk District and the Virginia Department of Environmental Quality incorporates physical measurements similar to Rosgen analysis as a surrogate to ecological functional value.

EA wildlife and plant biologists have conducted habitat surveys of the undeveloped acreage at Dulles Airport, recording habitat data (including vegetative community composition) and wildlife obervations.  The information collected during this effort was recorded in a Habitat Survey database using Microsoft Access97 developed and maintained by EA.  The database currently contains observed plant, bird, lepidopteran, and mammal species.  Surveys of rare, threatened, and endangered plant and animal species were also conducted at the airport.

EA completed joint permit applications, state program general permit applications, and nationwide permit applications for activities in waters and wetlands of the Commonwealth of Virginia for proposed activities at Dulles Airport.  EA developed a database and currently maintains an inventory of wetlands at the airport’s 11,000-acre site.  The consolidated wetland inventory was maintained to ensure the proper documentation of permitted wetlands as well as the treatment of future wetlands that may be affected by future development projects.  The data developed also serve as a resources guide for design engineers, contractors, managers, and developers of future projects at the airport.
